Position Summary

The Tender and Public Procurement Specialist will be responsible for managing pharmaceutical and medical device public tenders in Chile, with a primary focus on CENABAST procurement processes through the Mercado Público platform. The role is responsible for coordinating the entire tender lifecycle, ensuring compliance with technical, administrative, commercial, and regulatory requirements, while supporting the successful execution of awarded contracts.

Key Responsibilities

• Monitor and identify tender opportunities through the Mercado Público platform, with a primary focus on CENABAST.
• Review and analyze tender documentation, including administrative and technical specifications, commercial requirements, and supporting documentation.
• Coordinate the preparation and submission of competitive tender proposals, ensuring full compliance with bidding requirements and deadlines.
• Manage the complete tender lifecycle, including bid submission, contract award, purchase order management, delivery coordination, invoicing support, and post-award documentation.
• Collaborate closely with Commercial, Regulatory Affairs, Supply Chain, Finance, Quality, Legal, and other internal stakeholders to ensure timely and accurate execution of tender activities.
• Maintain accurate tender records, contract documentation, award tracking, and internal reports.
• Monitor contract performance, identify potential risks, and support corrective actions to ensure contractual compliance.
• Stay up to date with CENABAST procurement procedures, Mercado Público regulations, and applicable public procurement legislation.

Qualifications

• Bachelor's degree in Business Administration, Pharmacy, Life Sciences, Industrial Engineering, or a related field.
• Minimum of 3–5 years of proven experience managing pharmaceutical public tenders in Chile.
• Demonstrated experience with CENABAST tender processes is required.
• Proven experience managing the full tender lifecycle, from bid preparation through contract execution and close-out.

Knowledge & Skills

• Advanced knowledge of the Mercado Público platform.
• Strong understanding of CENABAST procurement processes.
• Solid knowledge of Chilean Public Procurement Law, its regulations, and tender documentation requirements, including General Administrative Basis No. 87, when applicable.
• Proficiency in Microsoft Office, particularly Excel.
• Intermediate English proficiency is preferred.
